Is there a way to change the seat tube angle from 75 degrees to 78 degrees?
Yes. The head of the seat clamp on the Glacier seat tube can be moved for and aft to allow for different seat tube angles between 75 and 78 degrees. The actual seat tube angle never changes, but by moving the head, you get a virtual seat tube angle change.
